Yes. Pre-award proposal support is one of our core practices. We build named-LCAT teams with letters of intent, draft key personnel resumes that match RFP requirements, and write the staffing narrative that defends the plan in evaluation. We sign confidentiality agreements before any pre-award engagement begins.

What happens if we lose the bid?

Pre-award fees on contingency arrangements are tied to award. On retained pre-award engagements, fees are structured to compensate the search work whether or not award is achieved; this is the appropriate model when significant search hours are committed to a single bid.

How fast can you replace a key personnel substitution?

Key personnel substitutions are typically resolved in 10 to 21 days when the billet specification is well-defined and the clearance level is in the standard band (Secret or Public Trust). TS/SCI with poly substitutions take longer because the qualified candidate pool is smaller and clearance verification is more involved.
